Intelligence is the layer through which the function maintains a current, structured understanding of the surrounding environment — peer functions, the vendor ecosystem, the regulatory landscape, and the emerging market signals that will become operational realities. Its quarterly cadence reflects the rhythm at which external signal accumulates enough to warrant structured review rather than ad hoc commentary.
Intelligence is distinct from Measurement because Measurement reports on internal operations; Intelligence reports on external context. Intelligence is distinct from Strategy because Intelligence informs Strategy but does not author it; the strategic decision of whether to act on an intelligence signal sits with Strategy. The interface between Intelligence and Strategy is the layer most easily under-resourced and the layer most expensive to under-resource — a function operating without Intelligence absorbs market shifts as surprises rather than as input.
Intelligence artefacts include the AI Market Scan Radar (SUS-03), the Peer Benchmarking Dashboard (MAT-05), the Vendor Index (the canonical external reference), the Quarterly Radar publication, and the standing intelligence brief maintained by the Governance committee. Intelligence runs against publicly available signal augmented by the practitioner network's tacit knowledge — the latter is the source of edge.
A function operating without Intelligence operates against a model of the market that ages without anyone noticing. Strategy decisions get made against the world as the function understood it eighteen months ago; vendor evaluations get conducted against a competitive set that no longer reflects the actual options; regulatory posture gets calibrated against guidance that has since been superseded. Intelligence is the layer that prevents the function's view of the world from drifting silently.
