Constrained

DEFINITION

A legal function with high defensibility but low capability on the Capability–Maturity Matrix: well governed, not yet capable. Governance has run ahead of deployment — the inverse of Exposed. The remedy is to build capability under the governance already in place, progressing toward Defensible.

Detailed Explanation

Constrained is the top-left quadrant of the Capability–Maturity Matrix: strong governance, limited capability. It is the mirror image of Exposed. Common in risk-averse functions that have locked down AI before deploying it at any scale, it is a safer imbalance than Exposed but still an imbalance — the function is not yet realising the value its governance could safely support. The path forward is to build capability deliberately within the existing controls, advancing toward the Defensible posture.
